Could not save Consumer Group Mapping EM12C

Hi all,

I want to set up Consumer Group Mappings in EM12c, After I added user to the Selected Consumer Group, Then click "OK" button,
It display Update Message:The Resource Consumer Group Mappings have been added successfully. Please click apply button to save the modification.
So I clicked "Apply" button. It display Information :You have not made any changes to the current property sheet.

I could not save Consumer Group Mappings in EM12c.
