Journal Approval for Manual Journals

Hi
I'm trying to setup journal approval for manual journals in an R12 instance. I have clicked the option of "Enable JA" for the ledger, but when I go to the journal sources window I cannot activate the "require journal approval" option for the MANUAL source (I cannot activate it for the modules source either).

Is there another setup missing?
