Unaccounted Payment (foreign currency) stuck unable to account it

unable to account for 2 payments in foreign currency with user "rate type" and user rate, either online or in batch. these unaccounted payments are shown on

unaccounted transactions report exception as "Unaccounted".

upon viewing the "View accounting events" from tools, the "Event Status" column shows "Not Completed". The online create accounting (final) is messaging "Accounting has been successfully created ..." . but it is not creating it. allowing to click several times but no results.

any one come accross this situation?
