Key Flexfield value not getting listed.

All,

 We have implemented two HR systems. Lets call it XX and ZZ. Both systems are synchronised using interface . What we are finding is that we can create a new position or discipline in XX system with out any problem. When we try to view the same position or discipline in ZZ system by navigating to System Admin -> Key FlexField Vlaues, it's not getting listed. Therefore we try to create the new position or discipline in  ZZ (thinking synchronisation didnt work) but it throws up the error stating that position or discipline already exists. Any suggestion?
