TNSPING shows TNS-03507: Failure looking for ADDRESS keyword

Hi,

We experienced a problem when trying to tnsping the PROD_806_BALANCE as applmgr user. It shows error: TNS-03507: Failure looking for ADDRESS keyword. But when using oracle user it is ok.

For reference of our Server Environment:

- We have an Application Server that serves as Forms and Web Server.
- We have a 2 node Database Server (RAC) that serves as Database and Report Server. Also act as Concurrent Manager Server.
- We are using Oracle Applications 11i and Oracle 10g Database.
- All servers operating system are Oracle Enterprise Linux 5
