Best Practices for schema creation for custom Oracle APEX application

I am looking for best practices for establishing schema users for a custom application to vbe developed via APEX.  This application will hold sensitive data so I want to ensure that there is best practice database schema access and APEX workspace access.

If a core schema holds the database objects (tables, viewes etc), should developer specific schemas/users be created for controlling developer access at the database level?

For APEX, should each developer have a developer specific workspace that has access to the relevant developer database role/schema?
