can't start OracleOraClient11g_home1CMAdmin

 Hello,we installed the Oracle- Connection- Manager on a jump- server. when we startup the CMAN services we get the error 7009 from the Service Control Manager. Which user- rights should the user have to start the Connection- Manager?
