How to ensure that the ACCOUNT SITES are sorted based on the Primary BILLTO flag

Hi,

Currently, the account sites are sorted based on the Primary SHIP TO flag....Primary SHIP TO sites are shown at the top when we goto the account sites page,

There are no personalizations done at all.

a) What is driving the sorting order of account sites

b) How/where to change the sorting order so that Primary BILLTO sites appear at the top.
