9.1 Planner ESU JM12210 Causes Object Librarian Merge of Spec Merge (R98700) to be "Not Processed" f

With planner JM12210 installed, the Object Librarian Merge step of the Spec Merge process (R98700) is skipped for software update installs and upgrades when the R98700 is run. The OL Merge status on the R98700 report states "Not Processed" for all objects.
This affects ALL software update installations and/or upgrade plans that invoke the Spec Merge process (R98700) after the Planner ESU JM12210 has been installed on the Deployment Server.

Bug 16186366 has been entered to report the issue and Development has created a POC for this bug to resolve the issue until a new Planner ESU can be built and released.
