SLA alerts if the SR is not touched for certain period of time

Hi,
Has anyone implemented the business rules functionality in Service (12.1.3) module? I would like to send out these alerts & notification rules via EMAIL instead of WF - Is it possible?

PFA document for exact requirements. Any tips/suggestions is greatly appreciated.
