PAY: International HR and Payroll Setup for Ethiopia

Hi,We need to implement oracle HR and payroll for Ethiopia country. Oracle say's there is No Documentation or Legislation Patch available for Ethiopia. This is my first implementation out of india. I was so confused from where i have to start my setups. Please help me.
