Section Report horizontally

In BI Publisher can we do the report sectioned horizontally for example

I have a pivot report which has ledger, customer , sales and qty assume we have 5 ledgers. now if we make a section on ledger by dragging it under section place holder it will produce a ledger wise report for customer , sales and qty for all 5 ledgers. Section property will arrange these reports vertically all i am looking for is to arrange them horizontally.
