Restricting access to Oracle Inventory Stock Locators

Is there a way, without customizing the form, to restrict access by responsibility to a stock locator?  Say there are two responsibilities (A &  and thjree stock locators (X,Y & Z).  Management wants A to be able to move stock into and out of X & Z, but not Y.  Then allow B to move stock into and out of Y & Z, but not X.    Has anyone doe this type of access control?
