Default Tax Rules

Hello Everyone,
I have done a couple of ebtax implementations previously both of which were on R12.1 however i am completing one now on R12.1.3 and where you set the default tax rules, there is a pencil beside Determine tax status and determine tax rate which is not available to be clicked.  In previous implementations i was able to click and set the defaults as required.  Does anyone know if this is a change in the way the setup takes place.  Please let me know if you have experienced the same.
