11.5.10.2 : Impact of patch 14782699 on the middle tier

Hi,

As per the doc Oracle E-Business Suite Releases 11i and 12 Critical Patch Update Knowledge Document (January 2013) (Note 1499376.1) ,

if we were to apply the Ebiz (R11i) patch (14782699) only few months later after the PSU9 patch apply to DB.
Is there an y 'direct' or immediate impact on the APPS tier ?
Can the support from the particular patch to advise what will be impacted on the above patch ?
Is it only an upgrade version of the technologies area ?
Because based on the patch readme nothing much we can analyse for the patch.
Please advise.
