R12.1.3 : Country Specific Functionalities for 4 countries - BE, FR, NL and UK.

This concerns Country Specific Functionalities for 4 countries - BE, FR, NL and UK.
The system is already in use for several months, but these Country Specific Functionalities are not yet implemented, or only partially implemented.
The current status for BE is that the Country Specific Functionalities have been activated, but not setup, and we now need to do the setup for BE Country Specific Functionalities.
The Country Specific Functionalities for FR, NL and UK have not yet been activated, so we need to both activate them and set them up.
What documentation to follow ?
I am trying to find out if it is it OK to activate / setup these functionalities even though the system is already in use, what precautions need to be taken, etc.
