12c Agent Deploy Failure

 I am receiving the following error message when trying to deploy my agent to a remote host via the "Add Host Targets" functionality of Cloud Control 12c:
Shell path is incorrect or not defined.:C:/cygwin/bin/sh.exe(SH_PATH),-c(SH_ARGS) on host xxx.com

I have verified that the sh.exe file does exist in this location on both the OMS server and the destination host.  I have also verified the SH_PATH and SH_ARGS variables are correctly set to this location in the following property files:
ssPaths_msplats.properties
sPaths.properties
Paths.properties

Is it possible that this error message is pointing to something other than the shell path it specifies?
