Need Help Quick - Reporting on Last Activity

currently, we run a report that shows all contacts at given accounts with their last (if any) activity listed. the formula in the advanced sql filter is Activity."Task Due Date" = MAX(Activity."Task Due Date" BY Contact."Contact ID")
is there a formula that will pull up only contacts that had their last activity in a given year? for example, i need contacts in which their last activity was in 2009 and they haven't had any since
