Understanding how to control the OMS Process in EM 10g and 11g

in Enterprise Manager Generic (MOSC) Question
Hi Everyone,
We have a lot of customers looking for tips on how to troubleshoot the OMS start-up and shutdown process in EM 10g and 11g.  If you have any hints that you would like share with others or if you are running into a communication or upload issue and you would like to know if others have a solution, please respond to this thread and as a community, we will try to provide the solution.
