Changing Apps Password using FNDCPASS tool ,I received an error in the concurrent manager

 Routine AFPCSQ encountered an ORACLE error. ORA-01017: invalid username/password; logon deniedRoutine AFPCAL received failure code while parsing or running your
concurrent program CPMGR

 SEC_CASE_SENSITIVE_LOGON=false
I already made auto config.
The password has no special characters version 12.1.3  db 11.2.0.3
