Error when trying to upload a budget journal

I am using general ledger budger user to upload to the GL but I get an error saying you do not have access to upload.  Not sure why I am receiving this error when 2 other co-workers I know have no problem. I have been able to upload journal etnries in the past but for some reason it is only happening this.  Is there anything I need to look for?
