Patch 10405353 and patch 10123716 - Patch Wizard - When is patch 3036401 required

The README files for patches 10405353 and patch 10123716 list patch 3036401 (Mini-pack 11i.HZ.L Oracle Trading Community Architecture) as a prerequisite.

When I search License Manager for any licenses, non-licensed or shared products, Oracle Trading Communicty Architecture is not listed.  If we do not use this HZ product, must the minipack be applied to meet the requirements for the two Patch Wizard patches?
