Moving database files to new ORACLE_HOME directory

Upgrading to 11.2.0.3 - created new database instance (should I have choosen upgrade existing?).

I have not been able to locate any documentation related to moving the database to a new instance & new ORACLE_HOME directory.  Will the exp/imp utitly recreate users & tablespaces as well as move the data?  Has any else had issues?
