How to create a responsibility in AP which can access only payments and invoices related to a partic

Hi gurus,

How to create a responsibility which can see invoices and payments for a particular 'pay group' and should have access to void the payments for invoices only to one 'pay group'?

If this is not possible for the 'pay group' what is the other option I have? Charge Account?
