Upgrading a 10.1.3.4 Oracle_home to 10.1.3.5 on REL 5.4 x64

Hello Gurus,The ORACLE_HOME is part of an EBS 12.1.1 instance. We are preparing to configure the Integrated SOA Gateway. 
This environment is cloned from production. I have walked through the clone logs and find no issues with the clone itself.  The cloned environment starts up and is completely functional. 
My issue  is with the Installer for the 10.1.3.5 code.  I am receiving "OPMN port information unavailable" even though ORACLE_HOME is set to the 10.1.3 instance. See the full error below.
Has anyone else seen that?
