Oracle PSU or CPU ? Have not applied patches for a while, need advice.

We have never applied patches in my company (due to firewall consideration, etc).  So now the new management wants us to implement CPU since they got emails from Oracle about CPU.
I have applied multiple CPUs years ago. I know there is PSU coming out years ago and never applied PSU.

I would like what is the Oracle Best Practice on picking which one to apply: CPU or PSU?
