Purchasing - Approval Matrix

Hi All
when a initiator after entering a PO, and submits for approval, the PO does not goes for approval rather than stays in Incomplete stage only. But if he forwards and after selecting the PATH and selects the approver it goes for approval.

Kindly clarify why it is not going for approval when submit for approval is performed.


We are in EBS 12.1.1.
