Tax codes were not upgraded for one OU

Dear Experts,

We upgraded from 11i to R12 Tax codes for US operating units were upgraded and we can see Regime to Rate Flow But for one of our European OU Tax codes did not upgrade and we can not see any Regime to Rate Setup. This is causing issues in AP invoices Validation.

What can be potential Root cause.
