Visa VCF 4 Transaction Loader and Validation Program in a MOAC environment

Greetings! Community

Could someone help me in understanding if the Visa VCF 4 Transaction Loader and Validation Program, when run using a MOAC responsibiilty in R12.1.3, will allow to import credit card transactions for all the orgs secured under that Security Profile?

1068837.1 indicates that one file per operating unit is required. However, Visa is unable to provide one file per operting unit. If this were to be true, how are existing EBS customers using R12.1.3, using Visa getting the credit card transactions file?
