Pushing Siebel activeX controls on end user desktop

Hi All,

We are in a secured environment and our siebel end users do not have admin access in their desktops. We are looking at options to push the siebel HI activeX controls to user desktop directly using any automated script/package, instead of admin user logging to user desktop and running predeploy.htm (Web Client Deployment Options for Siebel versions 7.x and 8.x [ID 476952.1])

Can we package the activeX controls and deploy?

If anyone has implemented any solution, please share the details.
