An Oracle 9 question

We have an Oracle 9 database system with a primary and standby in two separate boxes. Today, I just find out archive log files generated from primary are not sent to the standby. However, I did see a daily restart scehdule in the standby OS (window2003) which copy (xcopy) the logs from the primary server location. It makes me think that there is no issue because logs files aren't automatically transfered to the standby. Can someone confirm this assumption for me?
I know Oralce 10g can be set to log ship autoamtically and in real time. How about Oracle 9?
