MIN MAX Planning Report dosen't consider Onhand Qty

Dears,

 I've setup the MIN and MAX levels for a specific item on the sub-inventory level, whenever i run the MIN MAX report with the restock option "NO", it doesn't show the onhand quantity available for this item, however there is onhand qty in this Sub-inventory....Any clues why this is happening?
