Data Template will not show inside group when running.

Hello All, I have a pretty simple Data Template that I am using in my Data Definition. It has 2 queries and 2 groups in the data structure. When I run the report that calls this template i get XML for the first group (ROW) but there is no data for the inside group. (SUMMARY_ROW) In my second query, I use to bind variables that reference the first query. Both bind variables are strings, I have tried with and without quotes. Both queries run in TOAD individually, anyone see why it won't work?? Thanks in Advance.
