Unable to clear the Income Tax Type field on distribution form

We have a vendor setup that is marked reportable for Federal and has a default Income Tax Type of MISC7.  We paid several invoices to this vendor throughout the year that should not be reported to the IRS.  We are able to delete the Income Tax Type on the ditributions form for some of the invoices but not all of them.

Can someone point me in the right direction as to what could possibly be the issue why some of the invoices we can't change?
