User unable to upload Budget Template

Good Morning

We have a user who is unable to upload a Budget Template.  He gets the message about not having the proper user responsibility.  We have verified he is using the same responsibility others use to successfully upload the template.  We had him clear out his Java cache and IE temp files.  He still receives the same error message.  We have confirmed the responsibilty does not have an end date in his user setup.  We even had him try to login to a different machine and he still gets the message so it seems to be something unique to his setup.
