Can report trace be written to a location in apps tier?

In EBS when there is issue with report or form, the developer sets debug trace at the EBS level and the trace file somehow gets written to the user trace location at db tier. My developer is asking to have access to the trace directory on db tier. I am relectant to give db tier access to non-dbas. So, I want to know if in EBS there is setting that we can change the trace location to be written to some directory on apps tier maybe? Or, is it possible for us to map the db tier trace directory to
