Credit Reduction Number

With this new field in E1, (Credit Reduction Number) in the unemployment Insurance table, do we still enter the reduced rate in the Rate field?  I'm guessing it goes in both fields.  The rate field will reflect the full amount minus the credit amount where the Credit Reduction Number is only the credit applied.  Is this correct?
