CITY tax because invalid because geography for that jurisdiction disappeared from the Hz_geographies

I manualled created CA, Riverside, Corona, and PC 92880 for the geographies.  I then created jurisdictions, rates for them.  I enable all 4 taxes (STATE, COUNTY, CITY, POSTAL_CODE) for all transactions.  Then I found out city tax was not calculated.  When I went back to query on tax CITY, it complained that i could not make this available to all transactions because jurisdiction does not exists.  This is how I found out I am unable to query out the jurisdiction but it is still showing on the LOV.  Then I found out the record for Corona does no exist in the
