Cross validation ruls doesn't work correctly

I have Deactivat then enable the cross validation rul, now the cross validation rul doesn't work correctly. Now it doesn't let us to enter any combination for any document transaction. it returne the error message setuped on the cross validation rul even if this this combinationis correct.

Please need your help
