Clarification required on Create Release Program

Hi,
How are requisition lines grouped and sourced via create releases process?. If I have 2 requisitions each with 5 lines each that will be turned into blanket releases via the create releases program, how does this program ascertain which requisition to select and how the lines on these requisitions are grouped on the blanket release?. Please clarify.
