Batch Time Entry to Subledger Type W

Going through upgrade from 8.11 to 9.1.

Using batch time entry to enter time cards.  Getting the following error on all time cards hitting subledger type W.

0989 - Error:  Routing Sequence Number Invalid

Manufacturing is not turned on.  When I manually key a time card using this sub-ledger using speed time entry, I get no error.  We do not get this error in 8.11.

Is there a processing option I am missing that controls this work order validation on batch time entry?
