[ARM] FCM doesnot show-up in the drop down over a period of high usage, requires restart to restore

Hi,

Over a period of high usage, FCM stops showing up in the "Navigate" > "Applications" menu. User activity is halted as the application access point is not present. This happens frequently over a period of time where high user activity is involved and we have to restart FCM to restore the FCM in the drop down menu.
