Oracle Sourcing create surrogate quote

Hi,

Is-it possible to create a surrogate quote related to a supplier wich don't have a supplier user created in Oracle Sourcing ?

I can't do this in my instance (Oracle Sourcing R 12.1.3) and want to know if it's an intended functionality.
