Component Pick Release Fails though onhand available for certain locators

We are on 12.1.3 and noticed this problem very recently.We are using WIP (discrete mfg, no projects)

Our subinvs are locator controlled.For certain locators though OH is available((reservable and transactable) in them when the discrete job component pick release from WIP is run it says no material to allocate.If we do a manual issue (wip issue transaction from material transactions form in WIP ) from the same component/subinv/locator that works and after this if we run the discrete job component pick release that starts picking up these "bad" locators as well so it is as if tehse locators have become temporarily unusable but a material transaction enables them for use again for discrete job pick release.
