where has the sql execute time elapsed?

In a not very busy system, Long sql execute time but low DB CPU usage and foreground wait event can be seen from the AWR reports.  Can anybody explain where the database spend sql execute elapsed time? The whole AWR report is listed as attachment. Thanks in advanced.
