Enabling Scheduled Payments Tab

We are running EBS 12.1.3 - We would like to add access to invoices to our Purchasing Inquiry responsibility.  So we added the function View Invoices Summary and this is great except that the Scheduled Payments tab is disabled.  What function can I add to the menu to Enable it?
