Sharing attachments in service requests to third party application

Hi Gurus,
Looking for a solution for the below requirement:

We have an external portal where our customer's create service requests with attachments for our products. based on the investigation done, a bug is raised if further developement is needed to fix the issue. the bug is raised in clear quest and the developers are not set up in crm.

My issue how do i share the attachments from crm on demand to clear quest.

using web services is proving to be a head ache due to slow responses from CQ.

tried to setup SSO but were not successful with ADFS & SAML 2.0
