How to skip Transact Move Order step while performing shipping process

Hi Guru's
How to skip Transact Move Order step while performing shipping process. This scenario I am facing, even after I enable Auto Create Deliveries and Auto Allocate in Shipping Parameters form.

I see after Launch Pick Release the line status changes to Transact Move Order(next action), but instead it should be Ship Confirm.

Due to this, I am forced to perform Transact Move Orders step before I do ship confirm.

Kindly suggest.
