Create Custom Menu and Query Only Form

I am still relatively new to EBS and trying to get used to this. I am trying to create custom menu with monitor users, network test, and view responsibilities (query only). I did create the menu successfully and in the menu screen I am able to do view tree and has all the functions attached to it. However, when I assign this custom menu to user and I login as the user and test, I get error, responsibilities query-only function is not available under the cust_sysadmin responsibility. It also had the same message displayed for monitor users and network test
