Receiving error message on asset transfer stating you can not cross fiscal years

I am getting an error message when trying to transfer an asset in my Financal books stating "Cannot back out depreciation across fiscal years".  However, the transfer that I am try to process does not cross fiscal years.  Our fiscal year is September - August, and in January 2013 I am trying to process a transfer with a transfer date for 01-Dec-2012.  So the transfer is in the same fiscal.  This it is like Oracle is confused between fiscal year and calendar year. Has any one seen this before?  We are on R12.1.3.
